Why programme outcomes should be assessed directly

If an outcome is never assessed, it is a hope, not an outcome.

Every programme lists learning outcomes. Fewer can show where each one is taught and where each one is tested.

Map outcomes to assessment

A simple grid with outcomes down one side and assessments across the top shows at once which outcomes are tested several times and which never. Gaps are common, and easy to fix once seen.

Test at the level awarded

A master-level outcome should be tested with a task that needs master-level thinking: synthesis, judgement, application to messy cases. If assessments only ask for recall, the credential is mislabelled.

Moderate

Two markers should reach similar results from the same work. Sampling and second marking, recorded, give confidence that the standard holds across cohorts and teachers.

Close the loop

Results should come back into design. If a cohort consistently struggles with one outcome, the fix may lie in teaching, sequencing or the outcome itself.
